Application Procedure for Certificate of Criminal Record

("Toko Shomei" or "Hanzai Keireki Shomeisho")

This notice is for individuals who are required to submit the “Certificate of Criminal Record” to an overseas public institution (such as embassies or immigration bureaus). The procedure from application to receipt is as follows.

1 Persons who can apply

In principle, those who have been required to submit the certificate by a foreign official organization to apply and must fall under either of the following conditions (1) and (2) to apply:

(1) An applicant who is currently registered as a resident of Yamanashi Prefecture.

(2) An applicant who lives outside Japan and whose last resident registration in Japan was in Yamanashi Prefecture.

※Your fingerprints will be taken at the time of application, so please be sure to come in person.

※Applications cannot be submitted via “Yamanashi Kurashi Net”, the electronic application system.

3 Office Hours

Monday-Friday (Closed on weekend, national holidays, substitute holiday, the year-end and New Year Holiday (29th, Dec, - 3rd, Jan ))
 

* It takes about 30 minutes per person to complete the procedure on the day of application.

4 Documents required for application:

For registered residents in Yamanashi Prefecture

~Japanese Nationals~

(1) Passport (Valid, no photo copy acceptable)

(2) Items that can verify your name and place of residence

  • Certificate of residence (issued within the last 6 months without Individual Number)
  • Individual Number Card (so-called “My Number Card”) 
  • Driver's License

(3) Documents that can verify the need for the certificate to be issued *1

~Foreign Nationals~

(1) Passport (Valid, no photo copy acceptable)

(2) Items that can confirm your name and place of residence

  • Certificate of residence (issued within the last 6 months without Individual Number)
  • Residence card
  • Special Permanent Resident Certificate
  • Driver's license

(3) Documents that can verify the need for the certificate to be issued *1

Those who reside in foreign countries and whose last resident registration in Japan (or alien registration) was Yamanashi Prefecture *2

~Japanese Nationals~

(1) Passport (Valid, no photo copy acceptable)

(2) Items that can verify your current address in a foreign country (current driver’s license or postal items addressed to you)

(3) Record of removal of residence certificate or supplementary family register (issued within the last 6 months)

(4) Documents that can verify the need for the certificate to be issued *1

~Foreign Nationals~

(1) Passport (Valid, no photo copy acceptable)

(2) Items that can verify your current address in a foreign country (current driver’s license or postal items addressed to you)

(3) Documents issued by a public agency verifying that you have resided in Yamanashi Prefecture (Record of removal of residence certificate)

(4) Documents that can verify the need for the certificate to be issued *1

*1 Examples of documents that can verify the need for the certificate to be issued:

 - A letter of request for issuance from the embassy with your name
 - An invitation letter
 - A notification of acceptance
 - A notification of appointment
 - A letter of assignment
 - A certificate of employment contract

Please contact us in advance as it depends on the country and reason for the request.

*2 Application procedures for issuance can also be performed at the Japanese embassy or consulate in the country (region) where you currently reside. For more information, please contact the relevant local agency directly. If the application is made at the embassy or consulate, please note that you cannot make the same application in Japan.

5 Handling Fee (cash payment not accepted at the Identification Division)

500-yen

  • Applicants who apply for the certification before 26 Dec. 2025;

You need to pay by Yamanashi Prefectural shunyu-shoshi; a revenue stamp issued by Yamanashi Prefecture.
Please purchase the stamp beforehand at the police station or at Yamanashi Chuo Bank (where revenue stamps are sold) before coming to our office.

  • Applicants who apply for the certification after 5 Jan, 2026

Please pay the handling fee at the police station after your application is received at the Fingerprint Section. After payment, you will be issued a “Payment Certificate,” so please submit it to the office.

  • About new fee payment methods:

-Cash

-Credit Card (VISA, Mastercard, JCB, American Express, Diners Club)

-Electronic Payment (Transportation IC Card, QUIC Pay+, Rakuten Edy, WAON, nanaco)

-QR code Payment (SmartCode, PayPay, d-Payment, Rakuten Pay, Alipay, WeChat Pay)

  • You will be issued a payment certificate after paying the handling fee.

6 Issuance of the Certificate 

(1) It takes about 10 days from application to issuance. We do recommend submitting your application well in advance.

(2) You must come to the office in person to receive the certificate. (We will NOT mail the certification.)

(3) If you are unable to receive the certificate in person for some unavoidable reasons, you can accept it under a power of attorney. Please inform the officer in charge when you apply for the certification, the officer will give you a power of attorney form.

7 Referents

(1) Depending on the requesting authority and the reason for request, there are some cases where your application may not be accepted immediately. Please call and inquire at the above-mentioned Identification Division in advance.

(2) Certificates will be issued in five languages (Japanese, English, French, Spanish, and German) and in a sealed envelope.
