("Toko Shomei" or "Hanzai Keireki Shomeisho")
This notice is for individuals who are required to submit the “Certificate of Criminal Record” to an overseas public institution (such as embassies or immigration bureaus). The procedure from application to receipt is as follows.
In principle, those who have been required to submit the certificate by a foreign official organization to apply and must fall under either of the following conditions (1) and (2) to apply:
(1) An applicant who is currently registered as a resident of Yamanashi Prefecture.
(2) An applicant who lives outside Japan and whose last resident registration in Japan was in Yamanashi Prefecture.
※Your fingerprints will be taken at the time of application, so please be sure to come in person.
※Applications cannot be submitted via “Yamanashi Kurashi Net”, the electronic application system.

*1 Examples of documents that can verify the need for the certificate to be issued:
- A letter of request for issuance from the embassy with your name
- An invitation letter
- A notification of acceptance
- A notification of appointment
- A letter of assignment
- A certificate of employment contract
Please contact us in advance as it depends on the country and reason for the request.
*2 Application procedures for issuance can also be performed at the Japanese embassy or consulate in the country (region) where you currently reside. For more information, please contact the relevant local agency directly. If the application is made at the embassy or consulate, please note that you cannot make the same application in Japan.

You need to pay by Yamanashi Prefectural shunyu-shoshi; a revenue stamp issued by Yamanashi Prefecture.
Please purchase the stamp beforehand at the police station or at Yamanashi Chuo Bank (where revenue stamps are sold) before coming to our office.
Please pay the handling fee at the police station after your application is received at the Fingerprint Section. After payment, you will be issued a “Payment Certificate,” so please submit it to the office.

(1) It takes about 10 days from application to issuance. We do recommend submitting your application well in advance.
(2) You must come to the office in person to receive the certificate. (We will NOT mail the certification.)
(3) If you are unable to receive the certificate in person for some unavoidable reasons, you can accept it under a power of attorney. Please inform the officer in charge when you apply for the certification, the officer will give you a power of attorney form.
(1) Depending on the requesting authority and the reason for request, there are some cases where your application may not be accepted immediately. Please call and inquire at the above-mentioned Identification Division in advance.
(2) Certificates will be issued in five languages (Japanese, English, French, Spanish, and German) and in a sealed envelope.
